Formulates and defines specifications for complex operating software programming applications, or modifies and maintains complex existing applications using engineering releases and utilities from the manufacturer. Designs, codes, tests, debugs and documents those programs. Usually responsible for applications dealing with the overall operating system, such as sophisticated file maintenance routines, large telecommunications networks, computer accounting and advanced mathematical /scientific software packages.
Additional Essential Functions:
*Acts as Information & Analytic Services (IAS) primary contact with internal and external customers, vendors, general contractors as well as senior leadership. *Coordinates project requirements and schedules with other IAS Teams as well as external vendors. *Develops IAS specific capital budgets for submission and inclusion in total capital project budget. *Evaluates and develop high-level IAS specific budgets for use when evaluating potential future projects. *Reads, interprets, analyzes and critiques design construction drawings and specifications as they relate to IAS infrastructure. *Produces detailed markup plans showing low voltage cabling requirements for data/telecom needs, nurse call equipment, televisions and video conferencing using Autodesk Design Review. *Schedules and leads project related kick-off meetings with internal and external customers. *Maintains project status and updates on workflow, budget and schedule and provides updates to leadership. *Understands capital budgeting process and be able to develop and execute a project on time and within budget. *Prepares scope summary documentation and presents to Senior IAS Leadership as well as answer and follow-up with any questions as they relate to the project scope, budget or schedule for IAS budgets over $500k. *Manages new technology installations for network/telecom infrastructure, desktop hardware and applications once a facility, practice or office space is ready. Manages the installations for several practices at once and provides communication with all IAS teams and external vendors that are involved regarding and last-minute schedule changes for larger medical office buildings.
*Maintains within established levels, the technical performance of Unix and mainframe based hardware and software supporting the administrative, financial, patient care, and other departmental computer applications of CHS. Provides responsive support to the application development and operational activities of the IS Department. *Monitors system performance, makes recommendations, and takes appropriate action to insure the best performance per utilization of computer resources. *Advises IS staff on proper data administration and program design to improve capabilities of existing programs and systems. *Supports the HBOC Star and Pathways products and PeopleSoft financial applications from a technical perspective. Also works with other departmental applications on support and setup. Works with vendors on system installation and setup. *Supports all AIX, HP, and Digital Unix operating systems. Supports Technology applications such as Tivoli and Maestro scheduling packages. *Recommends and implements solutions, understanding the ramifications for problems within Information Services. *Defines protocol for working with customers and appropriately balances needs and resources. *Develops and implements process improvement initiatives within Information Services. *Understands basic concepts of the budget process. Able to develop and execute a simple project on time and within budget.
Additional Physical Requirements:
Requires evenings and weekend hours at times for project installations, practice & department moves and new practice startups, due to various construction schedules. Will require travel to project sites across the System. se of personal vehicle required and must have valid driver's license. Must be able to lift up to 50 lbs.
Work is subject to high-level visibility through exposure to CHS administration. Requires a high degree of proficiency in verbal and written communications. Must be available for callback support on a regular basis, extensive evening and weekend hours due to schedules at times for conversions, training required. Must be able to lift up to 35 lbs.
Additional Training and Certifications:
Prior experience with large construction related projects, large technology deployments and existing solid project management skills preferred. Understand basic networking/telecom infrastructure.
EDUCATION, EXPERIENCE AND CERTIFICATIONS
High School Diploma or GED required; Bachelors Degree in Computer Science, Business Administration, or job related field preferred.
