Department: Asset Services Reports to: Senior Vice President Construction Services Supervises: 2 Status: Exempt Purpose of the Job The purpose of the Vice President Construction Services position is to oversee due diligence, scope creation, contracting, construction, renovation and execution of all major capital work and casualty loss projects for the company’s current or prospective property portfolio. This position also provides guidance and support to Operations, Regional Directors of Construction and Project Superintendents. Essential Functions and Responsibilities • Manage all property-related construction and renovation projects for the company’s property portfolio, (e.g., create scopes, prepare budgets and estimates, prepare bids and manage the bid process, execute contracts, ensure code compliance, monitor jobs, perform final inspections and close out financial details of the project including payment processing and lien releases, and tracking and collecting construction fees) • Provide direction and leadership to the Construction Services Department and work with the Accounting and Business Intelligence departments to delivery timely and accurate construction reporting and metrics • Manage all third-party contractors and vendors related to property due diligence, construction and renovation • Support the Investment Services Group with the due diligence process to include coordinating PCA reports, participating in all on-site inspections, developing capital and renovation budgets, overseeing engineers and other contractors and vendors, and reviewing surveys and reports for all pending acquisitions • Manage all construction activities following project approvals and coordinate work with Operations and the Investment Services teams to ensure capital plan is executed on time and under budget (e.g., phasing, staging and site logistics, pre-construction meetings, and regular construction and renovation meetings) • Assist RDC’s with conducting property inspections, completing environmental and engineer reports, attaining all necessary permits and establishing capital budgets in accordance with the lender's loan documents. • Inspect asset exteriors and interiors under construction on a regular basis to ensure the work conforms to Bell standards of quality and consistency, specifications, budgets and schedules and initiate any repair or replacement needs and/or adjustment of working procedures. Regularly communicate with the project teams regarding unit and property improvement status. • Ensure that properties with construction projects in process are kept clean and orderly with minimal disruption to the residents and site team • Maintain communication with Operations and Investment Services on all projects vis-à-vis reporting and other regular communication methods as appropriate • Work with Regional Operations teams, claims managers, adjusters and insurance representatives to manage restoration of casualty losses to mitigate loss and maximize speed of recovery • Provide technical maintenance support, guidance, leadership and management to regional maintenance teams • Measure and track all renovation-related returns to ensure appropriate returns on investment for property improvements • Review portfolio exterior and interior renovation scopes on a regular basis and change as necessary to remain competitive in accordance with industry and market trends • Comply with Bell policies, procedures, standard reporting and quality standards to ensure consistency in execution, contracting and operations and meet quality standards of safety and construction to include code and permitting compliance Additional Functions and Responsibilities • Assists with other tasks and projects as required Core Competencies • Business Acumen – Knows how businesses work; knowledgeable in current and possible future policies, practices, trends, and information affecting his/her business and organization; knows the competition; is aware of how strategies and tactics work in the marketplace • Decision Quality – Makes good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment; most of his/her solutions and suggestions turn out to be correct and accurate when judged over time; sought out by others for advice and solutions • Organizational Agility – Knowledge about how organizations work; knows how to get things done both through formal channels and the informal network; understands the origin and reasoning behind key policies, practices, and procedures; understands the cultures of organizations • Composure & Comfort – Cool under pressure; does not become defensive or irritated when times are tough; is considered mature; can be counted on to hold things together during the tough times; can handle stress; is not knocked off balance by the unexpected; doesn’t show frustration when resisted or blocked; is a settling influence in a crisis • Building Effective Teams – Blends people into teams when needed; creates strong morale and spirit in his/her team; shares wins/successes; fosters open dialogue; lets people finish and be responsible for their work; defines success in terms of the whole team; creates a feeling of belonging in the team • Owner Relations – Good at building credibility and trust with owners/stakeholders; examples are related to financials, transparency and effective communication skills • Employee Relations - Is interested in the work and non-work lives of direct reports; asks about their plans, problems, and desires; knows about their concerns and questions; is available for listening to personal problems; monitors workloads and appreciates extra effort • Financial Savvy – Can maneuver through complex financials effectively and with confidence; anticipates needs and gaps and has a plan in place on how to approach from a problem solving perspective and works to adjust to changes with poise Knowledge, Skills & Abilities • Experience managing construction projects of $5 million and greater • Previous experience managing a team of at least five (5) associates • Ability to calculate returns on investments and other renovation-related analytical metrics • A minimum of 3 years recent experience in a company with 500 or more employees • Strong knowledge of OSHA standards, fire, safety procedures and MSDS regulations • Strong knowledge of building design, development, structural engineering, construction, and project management processes and procedures, including design/build contracting. Strong working knowledge of management procedures, budgeting, training, and program implementation. • Strong knowledge of HVAC, plumbing, electrical, basic carpentry and mechanical systems • Must be able to travel approximately 25% per week • Ability to solve practical problems quickly, handle multiple tasks and organize resources to ensure work is completed on time and on budget • Written & oral communication skills required with the ability to present to various levels of the organization as well as to clients • Proficient with Microsoft Excel, Word, PowerPoint, Schedule and Outlook Education and Background • Undergraduate degree in architecture, engineering, construction management, or business strongly preferred • 5+ years’ experience of increasingly responsible management positions within service and construction management • 10+ years multi-family experience Requirements These are physical and mental requirements of the position as it is typically performed.
